Housing under constructionCommunity Development
Community Development designs and administers programs that provide a suitable living environment.  They improve the safety and livability of neighborhoods by expanding economic opportunities and assist low- and moderate-income residents obtain decent, affordable, and fair housing, while working to eliminate slum and blight.

Community Development Block Grant Program
The Community Development Block Grant Program provides financial assistance for a variety of community development purposes. Each year the U.S. Department of Housing and Urban Development uses a formula to calculate the grant amount for each metropolitan city, urban county, and state. One of the cornerstones of the CDBG program has been that it allows cities and counties to set their own priorities for the funding of activities. Municipalities can use the funds for public facilities, public improvements, public services, housing activities, economic development, urban renewal, planning and administration. A major requirement of the CDBG program is that Grant funds must be used primarily to benefit low and moderate income people. The City normally has more than 90 percent of its funds finance activities primarily benefiting low and moderate income people.

This program pays for housing modifications designed to provide or improve access to disabled homeowners and renters. Eligible applicants are those physically disabled persons living within the city limits of Bakersfield who are at a low to moderate income level.   Learn more…

The City of Bakersfield's Fair Housing program responds to housing discrimination complaints, educates the housing community on fair housing law, and implements the City's 2015 Analysis of Impediments to Fair Housing Choice. Learn more…

►Emergency Shelter Grant Program
The Emergency Shelter Grant is funded through HUD. It is designed to improve the quality of emergency shelters for the homeless, make available additional emergency shelters, meet the cost of operating such shelters, and provide essential social services, homeless prevention services, and other assistance to the homeless.  Learn more…

►HOME Investment Partnership Program
HOME funds are primarily used to provide affordable housing to low income persons. Eligible applicants for HOME funding are nonprofit housing agencies, individual homeowners, for-profit developers, and Community Housing Development Organization (CHDO’s).  Learn more…
